The Senate Monday confirmed Robert M. Groves to become director of the U.S. Census Bureau after the vote had been held up over the issue of statistical sampling for redistricting and allocating federal funds. Groves was confirmed by voice vote after Senators voted 76-15 to limit debate. During his confirmation hearing, Groves said that he has no plans to use sampling techniques for either the 2010 or the 2020 census.
